With Banire, Lagos APC internal bickering gets messier

APC National Legal Adviser, Dr. Muiz Banire

Since the All Progressives Congress (APC) defeated the erstwhile ruling Peoples Democratic Party (PDP) in the 2015 general elections, one of the things that the party has been noted for is internal bickering, not just at the centre but also across almost all the states where it is in control.

Unfortunately still, the ruling party in the last two years has also been unable to reconcile itself with its policies and articulate same in clear terms to Nigerians particularly as it concerns the purpose of taking over the reins of government.

The party is always been identified with one story or the other that are synonymous with internal crises. As an amalgam of political platforms that just got the instruments of power, the party started on a wrong footing on June 9, 2015 with the election of the leadership of the National Assembly where it incidentally has majority control.

That initial crisis saw the emergence of Dr. Bukola Saraki as the President of the Senate and Mr. Yakubu Dogara as the Speaker, House of Representatives against the desire of party leaders.

The crisis got deeper when the presidency had a headlong collision with the legislature on the appointments of principal officers of the Senate in particular, where Saraki allegedly flouted the order of the party on the premise that the National Assembly is an independent body that is not subject to party interference or external influence. The alleged consequence of the “insubordination” was his (Saraki) accusation and prolonged trial before the Code of Conduct Tribunal (CCT).

Apart from the series of crises the APC had at the federal level, which of course led to what Nigerians now regarded as the emergence “Abuja Cabal” that has allegedly Hi.jacked the power of presidency, the ruling party is not known for peace in states like Kaduna, Kano, Lagos, Ondo, OG.un, Taraba among many others.

In Lagos State, which is the bastion of opposition politics since 1999 until 2015 and where much of the galvanization for the formation of the APC was conducted being the home turf of the man behind the merger, Asiwaju Bola Ahmed Tinubu, the ongoing faceoff between the National Legal Adviser of the party, Dr. Muiz Banire and the state chapter of the APC is taking a new dimension.

Political analysts believe that if the Lagos crisis is not amicably resolved, it might affect the fortunes of the Southwest geo-political zone in the political calculations of the country in the nearest future.

The cracks in the Lagos chapter of the party became public when it was rumoured that some powers within the state did not want President Muhamadu Buhari to appoint the immediate past governor, Mr. Babatunde Fashola as a minister.

The fight became so obvious that some interests within the party allegedly went as far as releasing damaging information about Fashola, who, despite the onslaught got three ministerial portfolios, Works, Housing and Power, from Buhari.

Those fingered to be behind Fashola’s ordeal then were no other than the incumbent governor of the state, Mr. Akinwunmi Ambode and the national leader of the party, Tinubu along with others who, supposedly, are not on the same page with the immediate past governor.

After the Fashola ministerial appointment ordeal, the Lagos chapter found itself in another messy waters when Ambode openly accused the Minister of deliberately frustrating the state’s efforts at reconstructing the Lagos Airport Road, which has been in contest between the former PDP Federal Government and the state as far back as the tenure of Tinubu.

Fashola was however forced to come out publicly to explain himself a situation that exposed the dept of the hatred, bickering and politicking going on among the Lagos APC stalwarts.

However, the ongoing misunderstanding between the Banire and some members, as observed by some concerned leaders, is not only sending a damaging signal to the integrity of the APC but also indicating that something is fundamentally wrong with a ruling party that is battling to manage a situation where there are issues surrounding the state of health of Mr. President, high rate of insecurity and economic downturn.

The latest mudslinging between Banire and the party was the suit filed against him (Banire) by the Deputy Speaker, Lagos State House of Assembly, Mr. Wasiu Eshilokun Sanni over forgery.

In the suit, Sani is asking the Lagos High Court to remove Banire over forgery of his purported withdrawal letter from the 2015 election into Lagos Island Constituency 1 of the House.

Sani is also seeking the court to remove Banire over anti-party activities and breach of Constitution. The Deputy Speaker who filed the suit alongside two APC chieftains, Babatunde John Kehinde and Alhaji Kazeem Olatunji, is asking the court to declare Banire as not a fit and proper person to keep occupying the office of the party’s National Legal Adviser owing to the forgery of the purported letter of withdrawal, series of anti-party activities and breach of several provisions of the APC Constitution.

In a 37-paragraph supporting affidavit detailing Banire’s atrocities, Sanni averred that having scaled through the nomination and screening of aspirants processes, he contested the primaries of APC on December 2, 2014 along with seven other aspirants and emerged as the party’s candidate for election into Lagos Island Constituency 1 of the House of Assembly by pooling 186 votes out of the total number of 279 valid votes cast, with his closest rival, one Akeem Masha pooling a distant 70 votes.

Before Sani’s suit, on Tuesday July 18, four days to the July 22 local council elections and coincidentally, the same day a rerun primary was held for the chairmanship candidate of Odi Olowo Ojuwoye Local Council Development Area (LCDA) in Mushin, Banire’s ward, thousands of APC faithful almost shut down business activities around Ikeja when they stormed the Lagos House, House of Assembly and APC secretariat, demanding for immediate expulsion of the National Legal Adviser from the party over alleged anti-party activities.

The protesters, mainly leaders and members of the party also demanded for the expulsion of Banire, just as they called on the Economic and Financial Crimes Commission (EFCC), to prosecute him for allegedly bribing a judge.

Specifically, the protesters, who proceeded from the party’s Secretariat in Acme Road, Ogba to the Governor’s office in Alausa, displayed placards of various derisive inscriptions where they called Banire many unprintable names.

But the embattled National Legal Adviser dismissed the protesters as jokers whom he described as a rented crowd to disparage his person. It was therefore not surprising when Esinlokun and some other members of the party came up with the suit

Not long after the protest, the Executive Committee of the APC in Mushin issued a statement that it has suspended Banire from the party, citing anti-party activities.

According to the Acting Secretary of the Ward, Taofeek Ajani-BaloG.un, “The suspension follows recommendation from his ward (Ward C, Ilasamaja, Mushin).” He said the decision to suspend Banire was reached during the ward meeting held to review the last local government elections.

The genesis of the bickering between Banire and his party could be traced to his governorship ambitions in 2007, 2011 and 2015 when he and other interested members of the party, insisted that Tinubu should allow internal democracy to hold instead of foisting his choice candidates.

The Guardian reliably gathered that most disgruntled members of the APC, including Banire thought the era of Tinubu’s ways and manners of imposition would end with the defunct Action Congress of Nigeria (ACN) after the 2014 merger but that was not to be when the incumbent governor, Ambode emerged as the APC governorship candidate for the 2015 election.

In one of the interviews, which Banire is yet to deny till today, he openly spoke against imposition insisting that a free and fair primary must be the process that would throw up candidate for all elective positions in the party. His argument has been that the machinery of the party should follow a course stipulated in the party’s constitution.

Meanwhile, during an interview over the weekend, Banire told The Guardian there was no crisis as far as he was concerned but that he was surprised that the state government appeared to be involved in the process.

He noted for instance that the electronic means through which the statement of his purported expulsion from the party was sent to the media belonged to the state and that some aides of the governor were the distributing channels, “that is my worry and reason I want to be convinced that something unusual is fishing.”

On his position concerning the APC controversial chairmanship and councillorship primaries, the senior lawyer stated that he always insisted that every aspirant must be allowed to go through the primary “it doesn’t matter whether I have a candidate or not, that is not the issue but all aspirants must be allowed to go to the primary where the most popular wins.

“I had a meeting with the executive of the party at the party’s secretariat unfortunately, the Chairman, Mr. Henry Ajomale was not around, the meeting was chaired by his deputy. When I explained my position on reason the aspirants should be allowed to go for primary in accordance with the constitution, the members of the executive present at the meeting agreed with me and they also showed understanding.

“My thinking was the issue had been resolved and that the leadership of our party would do the needful but surprisingly something else happened. “I made several efforts to contact the party but there was no response through letters and even phone calls all to no avail.

“I am in this position today and looking at the controversies that surrounded the primary held at Teslim BaloG.un Stadium, it was evident that many of the aspirants were aggrieved and also condemned the process.”

He also explained that similar things had happened in other states and “I as the legal adviser went to those states and explained the parties position and constitution, why would I then keep quiet and fold my arms if similar things that I condemned and addressed in other states are happening in the state I am from.”

He added that another factor that motivated his action was the fact that “this is now APC unlike when we were ACN. There are members of arms of the merger that are equally interested in contesting and the only way to convince them was to allow for internal democracy.”

On the allegation that his misunderstanding with Tinubu must have been based on his romance with the so-called ‘Abuja cabal’ that were allegedly bent on cutting the former governor to size, he reacted: “Well, I have been hearing it too but the only thing that I am annoyed with is that people need to tell us their names.

“I don’t know them but they said they exist. If they are talking about cabals and they included me, then there is no cabal. You can quote me on that, I wish I could so that I can have some measure of power too, but right now I am just like any other person. How many people have I been able to empower within the government, none to the best of my knowledge”?

But taking a look at the situation, one of the founding members of the party, who did not want his name on print said it is imperative of Tinubu to resolve whatever crises he has with all his lieutenants in the interest of the party and the development of the Southwest region.

The source lamented that part of the implications of Tinubu’s crises with most of the lieutenants was that: “as we speak, the Southwest zone of the APC does not have a coordinating body that would advise and guide our lawmakers on how to debate or the direction to follow on issues that have to do with the region in the National Assembly.”

He cited an example of the recent debate on restructuring and Land Use Act saying, “our lawmakers don’t know the direction to follow because there is nobody coordinating their thinking in respect to the needs of the region. This is the advantage the North has over us when crucial decisions are being taken at the national level.”

As much as the source urges Tinubu to reconcile with his political disciples, he also advised that those in question should demonstrate enough maturity and eschew personal ambition for the general interest of the region adding, “to me the fight is all about self ego, which is not necessary.”

Another founding member of the party also urged Ambode to call some of his outspoken and unruly aides to order in matters that have to do with the party.

According to him, “The governor has performed exceedingly well in the last two years and that alone is enough to create a space for him in the hearts of the citizens of Lagos to earn him second term but a situation where some of his aides disparage senior members of the party or delve unnecessarily into party affairs is not good.”

Kaduna APC crisis festers

Kaduna State governor Nasir El-Rufai

The crisis rocking the Kaduna chapter of the All Progressives Congress (APC) continued to fester as a faction of the party yesterday stormed the Abuja National Secretariat of the party to demand an outright cancellation of the delegate list from the state.

The group led by Senator Suleiman Hunkuyi who submitted a petition to the National Chairman, Chief John Odigie-OyeG.un, claimed that the process of the congress was in clear violation of the guidelines issued by the National Working Committee (NWC) of the party.

Hunkuyi particularly accused the Political Adviser to Governor Ahmad Nasir El-Rufai , Mr Uba Sani of single-handedly compiling the delegates lists for the upcoming national convention of the party at the Kaduna Government House without allowing supporters of the party across the state to exercise their voting rights.

“We therefore ask the state congress committee and APC leadership to do the obvious and declare the kangaroo process a nullity; reappoint a very credible team of state congress committee for Kaduna, convene a briefing of the stakeholders at the proper venue on a date to be appointed by the NWC and follow strictly all the guidelines as provided by the party for the purpose of delegates election at all the 23 local government areas of Kaduna state,” he said.

Rights activist and Senator representing Kaduna central district, Shehu Sani pointed accusing fingers at El-Rufai as the Brrain behind the violence unleashed on members of his faction last weekend in Kaduna.

Recalling how the list was doctored allegedly at the behest of El-Rufai, he enjoined the national leadership to set up an investigation panel to bring the perpetrators of that violence to book.

He noted, “We are here for two reasons. First is to register our objection to the attempt by the Kaduna State government under the leadership of governor El-Rufai to write the names of delegates inside the room and send them to the national leadership as delegates for the national convention.

“We are opposed to that and our concern is the fact that the guidelines of the party stipulates that delegates should be elected or emerge through consensus. But none was followed. They sat down in the palace of their thugs, write names and send it to Abuja for us to accept hook, line and sinker, but that will never happen.

“If we will go into history, we will recall that this was the seed of destruction of the PDP where individuals consider themselves as gods and very other person slave. That will never happen in Kaduna State. We are here to present our case and to appeal to the national leadership to intervene on the Kaduna issue before it is too late.

“Secondly, we are also here to state it very clearly to the national leadership that we are under siege in Kaduna. The use of thugs and violence by agents and close associates of the governor is one thing we cannot tolerate. Sponsored thugs last weekend besieged the NUJ Secretariat in Kaduna, raided the secretariat, destroyed property, At-tacked the journalists and us and left a journalist, Lawal Mohammed in the pool of his own blood.

“If we go back to history, I want to say that if we continue in this part where one person feels he is a god everybody must bow down before and worship him. We are simply repeating the very pr0blem that destroyed the party we ejected out of power.

“If this country has to change, if our party has to provide that vehicle for change, then there should be change in the way and manner we do our politics. People who resort to the use of violence or thugs to annihilate or liquidate perceived political opponents are on the wrong side of history.

“We are not agents of violence, we are loyal party men and women and we are saying it very clear to all Nigerians and to this party that if this party has to win the 2019 general elections, it must, apart from fulfilling our campaign promises, has to set an example for discipline for comradeship for self if obligation to members as President Muhammadu Buhari has set example and show us the way.”

The petition was signed by Senator Suleiman Hunkuyi, Senator Shehu Sani and Alhaji Tijjani Ramallah and copied to the Chairman of the Independent National Electoral Commission (INEC), Abuja, the Resident Electoral Commission in Kaduna and all members of the National Working Committee.

Akwa Ibom APC elects delegates for non-national convention

The Acting State Publicity Secretary, Eyo Bassey, in a statement yesterday, said as a requirement for the conduct and participation in the non-elective national convention, it conducted a state congress for the selection of three delegates from each council area ahead of the exercise.

The Akwa Ibom State chapter of the All Progressives Congress (APC) has elected three delegates from each of the council areas in preparation for its non-elective national convention to be held later this year.

It assured the President Muhammadu Buhari-led administration of its loyalty. The Acting State Publicity Secretary, Eyo Bassey, in a statement yesterday, said as a requirement for the conduct and participation in the non-elective national convention, it conducted a state congress for the selection of three delegates from each council area ahead of the exercise.

It said although there were a few cases of disaffection with the emergence of certain candidates at the congress, it would resolve such complaints amicably.

The party expressed dissatisfaction with the activities of some disgruntled elements bent on creating division and disparaging the party for their own selfish interests.

The party assured its members that those behind the anti-party activities would be brought to book.

The statement also commended the Independent National Electoral Commission (INEC), the five-man Abuja Congress Supervisory Committee headed by Gideon Meffor and the security agents for providing necessary security for a hitch free exercise in the 31 councils.

hehehehe………….By 2034 Africa is expected to have the world’s largest working-age population of 1.1 billion—yet only 3 to 4 million jobs are created annually. That means there’s an urgent need to create opportunities for the millions of people on the continent who are creative, smart and driven to succeed. The internet, and technology as a whole, offer great opportunities for creating jobs, growing businesses and boosting economies. But people need the right skills, tools and products to navigate the digital world and to make it work for them, their businesses and their communities.
At a Google event recently held in Lagos, the firm announced progress they’ve made in products and features for users in Nigeria, including YouTube, Search and Maps. They also announced initiatives focused on digital skills training, education and economic opportunity, and support for African startups and developers.
Google
Digital Skills for Africa
Last year we set out to help bridge the digital skills gap in Africa when we pledged to train one million young people in the region—and we’ve exceeded this target. Through either in-person or online trainings, we help people learn to build a web presence, use Search to find jobs, get tips to enhance their CV, use social media, and so on. Now we’re expanding this program, and committing to prepare another 10 million people for jobs of the future in the next five years. We’ll also be providing mobile developer training to 100,000 Africans to develop world-class apps, with an initial focus on Nigeria, Kenya and South Africa.
Google
Google.org grants
Our charitable arm, Google.org, is committing $20 million over the next five years to nonprofits that are working to improve lives across Africa. We’re giving $2.5 million in initial grants to the nonprofit arms of African startups Gidi Mobile and Siyavula to provide free access to learning for 400,000 low-income students in South Africa and Nigeria. The grantees will also develop new digital learning materials that will be free for anyone to use.

We also want to invite nonprofits from across the continent to share their ideas for how they could impact their community and beyond. So we’re launching a Google.org Impact Challenge in Africa in 2018 to award $5 million in grants. Any eligible nonprofit in Africa can apply, and anyone will be able to help select the best ideas by voting online.
Google
Launchpad Accelerator Africa
We want to do more to support African entrepreneurs in building successful technology companies and products. Based on our global Launchpad Accelerator program, this initiative will provide more than $3 million in equity-free funding, mentorship, working space and access to expert advisers to more than 60 African startups over three years. Intensive three-month programs, held twice per year, will run out of a new Google Launchpad Space in Lagos—the program’s first location outside of the United States.

Making our products work better in Africa
For people to take advantage of digital opportunities, acquiring the right skills and tools is only part of the equation. Online products and services—including ours—also need to work better in Africa. Today, we’re sharing news about how we’re making YouTube, Search and Maps more useful and relevant for Nigerian users.

google
YouTube Go
Designed from the ground up, YouTube Go lets you discover, save and share videos you love in a way that’s transparent about the size of downloads. Designed to be “offline” first, the app improves the experience of watching videos on a slower network and gives control over the amount of data used streaming or saving videos. It’s a full YouTube experience, with fresh and relevant video recommendations tailored to your preferences and the ability to share videos quickly and easily with friends nearby.  In June, Nigeria became the second country where we started actively testing YouTube Go. Later this year, we’ll be expanding this to a beta launch of the app, available to all Nigerian users.
google
Lagos now on Street View in Google Maps
In the last few months, we’ve improved our address search experience in Lagos, by adding thousands of new addresses and streets, outlines of more than a million buildings in commercial and residential areas, and more than 100,000 additional Nigerian small businesses on Google Maps. Today we’re launching Lagos on Street View, with 10,000 kilometers of imagery, including the most important historic roads in the city. You can virtually drive along the Carter Bridge to the National Stadium or across the Eko Bridge, down to the Marina—all on your smartphone.

Faster web results
When you’re on a 2G-like connection or using a low storage device, pages can take a long time to load. We previously launched a feature that streamlines search results so they load with less data and at high speed.  Today we’re extending that feature to streamline websites you reach from search results, so that they load with 90 percent less data and five times faster, even on low storage devices.

More local information in Search
We’ve also made several updates to Search to bring more useful, relevant answers and information to people in Nigeria:

  • Knowledge Panels: We’re connecting people with easy access to the answers to things they care about, displaying knowledge cards for everything from local football teams to Nigerian musicians and actors.
  • Health Cards: Later this year we’ll launch more than 800 knowledge cards detailing common symptoms and treatments for the most prevalent health conditions in Nigeria. We’ve partnered with the University of Ibadan to ensure that answers have been reviewed by Nigerian doctors for local relevance and accuracy. Nigeria is one of the first countries where we’re providing locally tailored health answers on Search.
  • Posts on Google: Posts makes it possible for musicians, entertainers and other public figures to share updates, images and videos directly on Google, for people to see while they explore on the web. Nigeria is the third country where we’ve made this feature available and some of the country’s popular musicians are already using it.

google
The things we’re announcing today are what drive us—building platforms and products that are relevant and useful for billions, not just the few, and helping people to succeed in the digital economy. That’s why we hope to equip more people, in Africa and elsewhere, with digital skills and tools. We’re excited to be part of Africa’s evolving digital story.

SO BEAUTIFUL…..RIP….Tributes pour in for beautiful Unizik graduate who died from Malaria

Unizik

Sad…………Tributes are pouring in for Sochima Amanda Iloka, who succumbed to Malaria Yesterday!
The graduate of  Nnamdi Azikiwe University, Awka popularly known as ‘Soch Money’ reportedly died yesterday after a brief illness.
A tribute on her page read;

“RIP SENIOR SOCHIMA ILLOKA, a.k.a SOCH MONEY
She was my senior in secondary school then, she left this world yesterday after a brief illness (Malaria), MAY YOUR SOUL REST IN PEACE AMEN.
It is really a sad news that a young lady with a bright future like her died but the truth is that no one can reject death, I have been thinking about her demise since yesterday, I was saying that “she is too young to die”, then I remembered that there are some people that are more younger than her that are no more.
This is just to remind us that we are on a journey in this world, no matter what we are doing on earth, let us keep in mind that no one knows his or her date of death, some people would be wondering how an ordinary malaria can kill someone, my dear, if God says it’s over, an ordinary sneeze can take you away, her death really touched me and it shows that we are nothing on this earth, we are dust and we shall return to where we belong, only the spirit will go for judgment.
Let us not relent in being careful the way we live our life, everyday is not Christmas, one day you might wake up and see your body lying on the bed and you can’t go back to it, death is a respecter of no one, if you like be rich, poor, beautiful, ugly, it doesn’t matter, what matters is where we would spend our life eternally.
BE CAREFUL HOW YOU LIVE YOUR LIFE! NO ONE KNOWS WHAT WILL HAPPEN IN THE NEXT SECOND!! REST IN PEACE DEAR SOCH…None expected it so soon.
Some photos of her!

Analysis: Buhari Has Been Gone for Months, The Last President Absent This Long Died in Office – Washington Post

A man in Lagos, Nigeria, reads newspaper headlines, including a story about President Muhammadu Buhari
meeting with ruling party governors in London. (Sunday Alamba/Associated Press)
hehehehe………. Shortly after CNN’s Global Public Square hosted by Fareed Zakaria reported on the absence of President Muhammdu Buhari from the country, another foreign media, the Washington Post has reported on the issue again.
Nigerian President Muhammadu Buhari has been out of the country since May 7, seeking medical care in London. He has not disclosed the nature of his condition, and official updates about him have been rare.

It was only last week that the government released a photo of Buhari, the first image of him since he left Nigeria. This is Buhari’s second medical leave to the United Kingdom this year; his previous trip was nearly two-months long.

Buhari’s poor health and absence from the country raises questions about who governs when presidents get sick. Some research I’ve done about presidential ill health in Africa – and in Nigeria specifically – shows how important constitutions can be in dealing with sick presidents.

Unfortunately, for Nigerians, Buhari’s condition is a bit of deja vu.

Everyone gets sick – even presidents – but in 2010, an ill Nigerian president died in office.

Suffering from kidney and heart pr0blems, former Nigerian president Umaru Yar’Adua sought emergency treatment in Saudi Arabia in November 2009. Yar’Adua returned to Nigeria in February 2010, but he died in office just three months after his return.

Following Yar’Adua’s death in office, his Vice President Goodluck Jonathan assumed the presidency, which is consistent with Nigeria’s constitution. More specifically, Section 146 of the Nigerian constitution (1999) states:

“The Vice-President shall hold the office of President if the office of President becomes vacant by reason of death or resignation, impeachment, permanent incapacity or the removal of the President from office for any other reason.”

Rules on succession following presidential death are not uncommon in African constitutions.

In an article I wrote with University of Malawi political scientist Boniface Dulani, we examined what happens when African presidents die in office. We surveyed all deaths in office since independence and we examined closely successions following the deaths in office of Umaru Yar’Adua in Nigeria in 2010, Levy Mwanawasa in Zambia in 2008 and Bingu wa Mutharika in Malawi in 2012.

Mutharika’s death in office and the initial uncertainty surrounding succession in Malawi prompted us in 2012 to look at other African cases. The timing was rather auspicious, as 2012 was the year when four African leaders died in office: Mutharika of Malawi, Meles Zenawi of Ethiopia, John Atta Mills of Ghana and Malam Bacai Sanhá of Guinea Bissau.

Our research identified 11 deaths in office of African leaders between 2008 and 2012. In nine of those 11 cases, the succession followed constitutional procedures, typically the transfer of power from the leader to his deputy. (The two others were a coup d’état in Guinea in 2008 and a revolution in Libya in 2011.) Constitutional succession is much more common today than in the period between independence and the third wave of democratization in Africa (1960 to 1990), when presidential deaths were often followed by a coup d’état or the military appointing a new leader. Our findings are consistent with work by political scientists Daniel Posner and Daniel Young, who show that political institutions became more important than personal relationships in shaping African politics after the third wave of democratization.

Although rules about succession are important, our research showed that a leader’s death did not necessarily lead to uncertainty about succession.

Uncertainty and inaction were more likely in cases of poor presidential health.

Like in the case of Yar’Adua in Nigeria, Zambia’s Levy Mwanawasa had a prolonged absence from his country while still holding the office and responsibilities of being president. He had a stroke in June 2008 and it is unclear whether he engaged in any governing after that stroke and before his death in a French hospital on Aug. 19, 2008.

In Nigeria – like in Zambia and Malawi – there are provisions in the constitution for when a president is too ill to carry out official duties. For example, Nigeria’s constitution (specifically, Section 144) stipulates that the president “shall cease to hold office” if a two-thirds majority of the Federal Executive Council declares that he is “incapable of discharging the functions of his office”; such a declaration would have to be verified by a panel of five medical experts.

In our research, however, we did not come across many African examples when constitutional provisions for medical incapacity were invoked. One example emerged during Yar’Adua’s long absence: Nigeria’s senate voted on Feb. 9, 2010, to delegate presidential responsibilities to Jonathan and make him acting president. However, there was never a declaration by a panel of medical experts that Yar’Adua was unfit to govern, and he returned to Nigeria on Feb. 24, 2010, and resumed his office and duties.

Despite the similarities between Buhari and Yar’Adua’s long medical holidays, there is an important difference.

Before he left the country to seek medical treatment, Yar’Adua did not deputize his vice president to be acting president. Because he did not deputize Jonathan during his absence, there was a lot of uncertainty about who was in charge and even fear of a coup.

Buhari, on the other hand, deputized his vice president, Yemi Osinbajo, as acting president before he left to seek medical care. Although the rumor mill during Buhari’s absence is just as viBrrant as it was during Yar’Adua’s absence, there is no uncertainty about who is governing. Nigerian and international media refer to Osinbajo as the acting president and report on how he is governing.

In an interview with the BBC, Nigerian Governor Rochas Okorocha was optimistic about Buhari’s recovery and forthcoming return to Nigeria, saying he expects it will happen in the next two weeks. Nevertheless, Buhari’s prolonged absence and ill health raise important questions about who rules when a president is sick. Although formal rules stipulate what should happen, the rules need powerful people to engage them.

Babatunde Raji Fashola

The Minister of Power, Works and Housing, Babatunde Fashola, has reiterated the President Muhammadu Buhari-led federal government’s established plans to build road and bridge network across the country.

Panic in the Executive as Osinbajo Makes List of Non-Performing Ministers He Will Remove in Coming Weeks

Acting President Yemi Osinbajo
hehehehhe…… In order to make the executive more effective, Acting President Yemi Osinbajo will in the coming weeks sack some ministers who are not performing.
Acting President Yemi Osinbajo has concluded arrangements to effect major changes in the Federal Executive Council (FEC).

NewTelegraph reports that the non-performing ministers will be removed this week or at most next week; and some will have their portfolios swapped. Already, the planned shake-up in the cabinet is causing anxiety among most members who are aware, but not sure of their fate.

“You will notice that attendance at the last FEC meeting was unusual. Almost every council member attended because they were not sure of what the outcome would be.

“President Buhari and the Acting President have agreed to overhaul the cabinet and have been discussing on this since Osinbajo visited him in London,” a presidency source privy to the current arrangement told New Telegraph. A minister confirmed the imminent cabinet shake-up.

“Let them drop those they want. God will help us. If you are given a job, do your best. So whatever happens, you are sure that you have done your best. I heard the cabinet shakeup will happen this week or next. So I’m waiting for any eventuality,” the minister said.

A senior presidential aide who pleaded anonymity confirmed to New Telegraph at the weekend that the Acting President, before now, considered the option of waiting for the return of President Buhari who is currently recuperating in London, United Kingdom (UK). Buhari, he said, will actually be returning to the country soon.

The source said that the Acting President has got a green light from President Buhari in London and is proceeding with the decision to shake up the cabinet. An aide of President Buhari confirmed the impending cabinet reshuffle. He, however, stated that the exercise would have to wait until the president returns from London.

“One thing I know for sure is that the President is interested in the cabinet reshuffle. They will have to wait until he is back.

“This is the reason why the two ministers were not given portfolios. The understanding is that there will be no need to do it now and again later,” the top aide of the president told New Telegraph yesterday.

The reason for the removal it was gathered is because some junior ministers (Ministers of State), have reportedly been engaging in what has been described as unnecessary friction with their senior ministers, slowing down the process of initiating and implementing policies that would impact on the people.

There are also cases of Abu.se of office by a few ministers which the government is not prepared to take lightly. Speaking further, the source explained that the planned cabinet shake-up was responsible for the delay in assigning portfolios to the two new ministers inaugurated by the Acting President last week Wednesday.

On the fate of former governor of Lagos State, Mr. Babatunde Fashola, the source stated that the minister will still retain the Works, Power and Housing portfolio.

According to the source, “There are certainly few persons who will not be touched. I can tell you that Babatunde Fashola will retain the three portfolios he is holding; they will not be split.

“Most people don’t understand that the only thing left in power is transmission. Even at that, we are going to privatise the transmission. So Fashola will keep the three portfolios. He is one of the performing ministers.”

New Telegraph also gathered that the Minister of Education, Adamu Adamu, and Minister of Finance, Mrs. Kemi Adeosun, will also retain their current portfolios.

While the Minister of Education is considered as highly disciplined and favoured by President Buhari, Adeosun is seen as one of the performing ministers.

“Adeosun is seen as one of the performing ministers. She has the capacity and is one of the people that are delivering,” the source said.

On the fate of Attorney General of the Federation and Minister of Justice, Abubakar Malami (SAN), it was learnt that he is likely going to retain his seat on account of his closeness to the president.

“The President will have to come in regarding the Minister of Justice because you know that he is President’s man. Really, President Buhari will determine the AGF’s fate, but I think he might survive the cabinet shake-up and retain his portfolio,” he added.

The shake-up in the cabinet, it was learnt, is to reposition the Council for efficiency in the delivery of government policies and programmes since some of the ministers were unable to handle their portfolios well.

Investigation revealed that the Presidency has already carried out an evaluation audit on the competences of each minister.

This exercise is to enable the Presidency do proper placement in assigning of portfolios for effectiveness considering that the administration has less than two years to wind up, with general elections coming in 2019. “It is about putting round pegs in round holes,” a source stressed.

WAHALA……Again, Wike and Amaechi in War of Words

hehehehe…Two prominent People’s Democratic Party and All Progressives Congress chieftains in Rivers State have been engaged in a verbal war as usual.

Former Governor Chibuike Amaechi of Rivers State has accused the state government of allegedly forging documents to  link him with corruption during his tenure as governor.

Amaechi, now Minister of Transportation, alleged that Governor Nyesom Wike was claiming that he had documents and that the judiciary was on his side to ensure that he (Amaechi ) was convicted on corruption charges.

Amaechi in a statement, yesterday, said:  “Governor Wike has continued to twist, falsify and forge fresh documents that he intends to use against the immediate past governor of the state and now Minister of Transportation, Amaechi.

“Wike wants to use the elaborately distorted and most times, out rightly but carefully forged documents, to persecute and prosecute his erstwhile benefactor in court.

In the past couple of days, Wike has been telling anyone who cared to listen, Brragging that he will certainly get a conviction, a judgment against Amaechi in the law courts on spurious charges of corruption using his forged documents because he (Wike) is in control of the judiciary at the state and national levels.

“Nigerians will recall that only a few days back, Livingstone Wechie, the young man Wike used to accuse Amaechi of corruption and write false and frivolous petitions to the National Assembly, EFCC etc, confessed on a live television programme and in a statement he also circulated to the media, that all the documents he used to wrongfully portray Amaechi as corrupt when he governed Rivers State, were forged documents given to him by Wike’s Rivers State Government House.

“Wechie also admitted, like we have always said, that the forged documents were used as the template and basis for the Justice Omereji-led Judicial Commission of Inquiry, a panel Wike set up early in his administration to witch-hunt, malign, vilify and persecute Amaechi.

“Since he became governor, Wike’s sole agenda has been to At-tack and vilify Amaechi, no matter how ridiculous or silly it sounds. Everyday in Rivers State, there is one frivolous or false story of what Amaechi did or didn’t do.”

Meanwhile, Wike, in a statement by his media aide, Mr Simeon Nwakaudu, said:  “Our attention has been drawn to a reckless statement credited to Amaechi to the effect that Governor  Wike is forging documents to secure his conviction  in a court of law. This allegation is unfounded, baseless and a figment of the imagination of the former governor.

“Amaechi also went ahead to falsely allege that Wike Brragged that he has the judiciary in the state and at the federal level in his pocket to secure his conviction  on charges  of corruption.  This is another false allegation, merely concocted by the former governor  to distract attention  from the crimes he committed against Rivers people, by diverting their resources.

“We are not surprised by Amaechi’s antics to blackmail the judiciary.  Ever since the Supreme Court victory  that validated the election of Wike, Amaechi has never failed to malign the judiciary.  Governor Wike is a law abiding citizen, who believes in the  rule of law. That is why he has  followed due process in tackling  the issue of high level corruption against  the Minister of Transportation.

“We have very credible documents to prove the mass corrupt acts of the former governor against the good people of Rivers State.  We also saw a reckless post by Amaechi’s associate, Mr Igo Aguma trying to denigrate the judiciary. This is most unfortunate.

“Amaechi’s  sponsorship  of Wechie  will not change the facts that are known to all Nigerians.  All documents tendered at the Judicial Commission of Inquiry that investigated the Sale of Valued Assets of the State by the Amaechi administration are genuine.”

Same pattern, the same blatant distorted and forged documents, same old concocted stories of corruption allegations against Amaechi told with different twists.

“Nigerians will not forget in a hurry how Wike, hurriedly called a suspicious late night press conference to lie that the over $43million found by EFCC in a luxury apartment in Ikoyi, Lagos and the apartment belongs to Amaechi.”

INTERESTING…..See the Type of Brra Nursing Mothers Must Wear to Avoid Bre.ast Sagging – Experts

Nursing mothers have been warned to use push up Brras to avoid Bre.ast sagging
hehehehe…. Nursing mothers have been warned on the type of Brra they should use in order to avoid Bre.ast sagging.
Chief Consultant, Obstetrician and Gynecologist, National Hospital, Abuja, Dr. Efena Efetie, on Monday said that firm Brrassier could help prevent Bre.ast from sag after six months of exclusive Bre.astfeeding.

Efetie said this in an interview with the News Agency of Nigeria in Abuja on the sideline of the 2017 World Bre.ast Feeding Week, themed, `Sustaining Bre.astfeeding together.’

He described as erroneous the perception by most nursing mothers that exclusive Bre.astfeeding could lead to sagging Bre.asts, thereby denying the child the much needed Bre.ast milk.

According to Efetie, the main factor for sagging Bre.asts is the lack of support with a firm Brrassier.

“The use of firm Brrassiere during Bre.astfeeding and after weaning could help tone back the Bre.asts.

“After Bre.astfeeding a child, the Bre.asts can never be the same as they were before the conception; the firmness can, however, be maintained with proper care,’’ he said.

He said sagging of the Bre.asts could be as a result of most nursing mothers’ consistent tying of wrapper around the chest, which further affects the Bre.asts’ muscles.

The gynecologist noted that such practice, over time, weakens the ligaments and could cause the Bre.ast to sag.

He, however, said the benefits of Bre.ast milk to a child outweigh the perceived negative effects on Bre.asts.

Efetie warned that such psychological belief should be discouraged in the society.

Igbo won’t support Nigeria’s breakup – Orji Kalu

Dr. Orji Kalu

hehehehe……..A former governor of Abia State, Dr. Orji Kalu, has said the Igbo will not support any move that will disintegrate Nigeria. Kalu’s view was expressed in a lecture in Lokoja on Sunday at the inauguration of the GYB support group.

Delivering a lecture titled, ‘Mainstreaming Igbo in Nigeria Politics’; Kalu underscored the need to make Nigeria to work for all.
His said,

“I see a more united country rising from the ashes of hate and fear. Those who fear that the Igbo do not have leaders should first try to find out how Igbo people manage their affairs. Yes, Igbo people have their leaders and when their leaders speak, those they lead take cue. And of course, Igbo leaders are talking.”

He called on the Igbo to align properly and seek strategic partnership of other interest groups and political blocs to achieve developmental ideas.

“The Igbo cannot do it alone. I agree that development of Igbo land is a task that must be done; but it cannot be done in isolation,” he said.

He argued that if the Igbo found a very strategic political partner, while not putting all their eggs in one basket, they could achieve their goals.

“We can however not do that if we remain antagonistic to one another. We cannot achieve it if we scare everyone with hate. We cannot achieve it if we think it is Igbo and Igbo alone. No, we must build necessary network. We must build alliances across the political divide. If we don’t build such alliances, we may not be able to market our demand,” he said.

AnamBrra Election: 15 political parties endorse Uba as consensus candidate

Andy Uba

The Mega Coalition, an alliance of 15 registered political parties, said it had endorsed Sen. Andy Uba as its candidate for the Nov. 18 governorship election in AnamBrra.

The Chancellor of the coalition, Chief Perry Opara, announced this in a statement on Monday in Abuja. The News Agency of Nigeria (NAN) reports that Uba is currently the Senator representing AnamBrra South in the red chamber.

Opara said that Uba emerged from a consensus, and that the decision was arrived at after several meetings by the National Chairmen of participating parties in the coalition.

According to him, after rigorous scrutiny of the numerous candidates for the elective position, Uba of the All Progressives Congress (APC) came top as the best aspirant for the top job.

Opara said that although the APC was not a very popular party in the South-East, it paraded the best and most experienced aspirants in the race.

“There are also other qualified aspirants like Chief George Mughalu, Dr Chike Obidigbo, Dr Obinna Uzor, Mr Tony Nwoye, Mr Barth Nwibe and Dr Obigboh of the Peoples Democratic Party (PDP).

“These aspirants also have capacity to win the race, but among them all, Sen. Andy Uba tops the pack.’’ The chancellor said that the coalition’s consideration was not on party platform but on individual that had the capacity to win the state election.

He added that Mega Coalition was not in enmity with APC, PDP or any other party as its consideration was on contesting candidates. “Our consideration is the candidate who is calm, calculated and has capacity to withstand the storm in running for election.

“A political party is like the vehicle to get to the destination while the `passenger’ is the candidate. We are more interested in the candidate getting to the destination, which is victory.

‘’We don’t want to support a candidate for the sake of printing posters and mounting bill boards. We want to win.’’

He said that when the consensus candidate won, the collation would form a “Government of State Unity’’, assuring that everybody would be carried along. “We don’t want winner-take-all. We want inclusive government in AnamBrra.’’

Opara described Uba as cereBrral, humane, quintessential, less-controversial, experienced and national figure with capacity to win election the governorship poll.

“Andy Uba stands tall as an Iroko in AnamBrra State guber election. He will be the bridge between the South-East and the rest of Nigeria.

“He will bring peace and stability to Igboland and be a link to the Federal Government in attracting federal presence to the South-East and AnamBrra in particular.’’

He urged the APC leadership and the delegates in AnamBrra to choose Uba as their candidate for the election, explaining, however, that the coalition would not nominate candidate of only the same party in every state.

Opara said that each state shall be treated differently considering its peculiarities and the strength of a party and the candidate.

The Coalition had in June set up a committee to interact with some gubernatorial aspirants in the state and pick a consensus candidate that has the reach and acceptance of the youth, women and the elderly.

The committee was directed to interact with all known aspirants in the election, irrespective of their party affiliations.

It also had the mandate not to limit its search to one political party, “as the desire of AnamBrra people was to have a less controversial, experienced and a capable candidate.’’
